Why does rural Ireland — and Tipperary in particular — carry such a high road-death burden?
Ireland's road safety record presents a paradox. On a national level, the country performs relatively well compared to its European neighbours. In 2021, Ireland recorded 27 road fatalities per million inhabitants, placing it well below the European Union average of 45 per million [1]. Yet beneath this national average lies a stark geographic divide. The burden of road trauma in Ireland is overwhelmingly borne by rural communities, with rural roads acting as the primary theatre for fatal collisions.
This rural concentration of road deaths is not a minor statistical anomaly; it is the defining characteristic of Ireland's road safety crisis. According to the European Road Safety Observatory, 72% of road fatalities in Ireland occur on rural roads, a figure dramatically higher than the EU average of 53% [1]. Furthermore, an analysis by the Road Safety Authority (RSA) of driver fatalities between 2019 and 2023 revealed that a staggering 85% of drivers killed lost their lives on rural roads with speed limits of 80km/h or higher [2].

By examining the national data alongside the specific context of Tipperary, a clearer picture emerges of why rural Ireland continues to suffer such a heavy toll.
The Scale of the Rural Road Network
The foundation of Ireland's rural road safety challenge lies in the sheer scale of its infrastructure relative to its population. Ireland possesses an extensive network of regional and local roads, spanning approximately 96,000 kilometres. This local and regional network accounts for 94% of the country's total road network and carries almost 55% of all road traffic nationally [3].
When measured against population, the scale of this infrastructure becomes even more apparent. A 2022 working paper by the European Commission noted that "in Ireland the length of local roads per capita is by far the highest of the EU" [4]. The TII report highlighted that head-on collisions on single carriageway undivided roads with broken centre lines were among the most frequent high-severity incidents [6]. Between 2007 and 2010, 143 such incidents occurred, indicating that drivers misjudging overtaking manoeuvres on two-way roads is a critical risk factor.
Furthermore, the TII analysis pinpointed "single vehicles losing control and running into ditches, trees, walls" as a major collision type [6]. The lack of forgiving roadsides means that a momentary loss of control, often exacerbated by speed, results in a severe impact. The Tipperary Road Safety Strategy 2022-2030 provides crucial context for these figures. The county's road network totals 5,910 kilometres, including 122 km of motorway, 338 km of national roads, and nearly 5,450 km of regional and local roads [9].
Exposure and Dependency
Tipperary's central location means it is surrounded by eight other counties, more than any other county in Ireland. The M7 and M8 motorways cross the county, and according to the local strategy, these routes "are among the busiest roads in Ireland" [9]. The strategy explicitly notes that "the volume of traffic on Tipperary roads far exceeds what might be expected in a county with its population" [9].
Internally, the county is highly car-dependent. The strategy highlights that there is "limited internal public transport linking towns and villages within the county," leading to a situation where 66% of people commute by car [9]. With a population of approximately 167,661 (Census 2022 preliminary figures), Tipperary's 16 deaths in 2023 equate to roughly 9.5 deaths per 100,000 population. This is substantially higher than the national average for that year (approximately 3.6 per 100,000 based on 184 national deaths and a population of 5.1 million).
However, the Tipperary strategy points out another nuance regarding serious injuries. While Tipperary averaged 38 serious injuries per year between 2017 and 2020 (the third highest in raw numbers), when calculated per 100,000 population, this rate falls to 24, placing Tipperary 19th overall nationally [9]. This suggests that while fatal collisions have spiked in specific years, the underlying rate of serious crashes is heavily influenced by the sheer volume of traffic traversing the county's extensive network.

A driver travelling at 80km/h on a narrow single carriageway with blind bends and no verges leaves almost no margin for error.
